The short answer is yes, you car has been retrofitted for R-134a. The reason your filling fitting works on the green cap but not on the red cap is to keep people from killing or seriously injuring themselves. The red cap is the high pressure side and it will reach 200-300 psi in normal operation. This more that the refrigerant can is designed for, and it can burst. The low-side will be 60-70 psi at rest (before starting the engine) and in the 30 psi range during operation. If you have a R-134a gauge set, and the low-side (blue) fitting works, but the high-side fitting does not, the person doing the conversion did not update the fitting on the high-side.
