If your lights go out when you are trying to start the car then that suggests the starter is trying to do it's job, or at least half of it as it usually consumes some mad number of amps to start the car (80 amps or similar).
I'd suggest you have one of the following two issues:
1) Your battery, although new, is not charged (they usually are not).
2) Your starter has become jammed.
You can prove if your issue is 1) by getting some jump leads and jump starting the car. If it starts, problem solved.
If it is the starter (and I had this issue occasionally on my first car, a 1959 Ford 100E Anglia - don't ask it was a UK car only) and I simply put it in 4th gear and gently rocked the car back and forward which freed the starter.
If it is neither, then sorry, I'll have to pass you over to one of my more learned Saabers.
