To be clear - coming out of the passenger side (LHD cars) of the heater box there is a shaft with a plastic arm on it, a little Z crank. See this picture at Quasi's site:

So you have the plastic flap arm, but there is no wire going back through the hole. Just to be sure you're on the correct side, you should see the hole.
If that wire is missing, I assume that the car never did have proper heat. I can't think of a way for the wire to fall off one end and not still be there. but assuming it is missing, the wire is replaceable. I'd have to call up the EPC to see the part number. The Flap Arm repair kit the dealer sells is nice, but it won't help you here - it is a splint for a broken arm, and assumes the wire is there. The kit DOES NOT include a wire.
Replacing is a bit of a pain. You'll need to access the servo, which is located behind the dashboard. On the older cars, it was relatively easy to reach by removing the glovebox. On an airbag equipped car, I think your best bet is to remove the dash top (look for other posts on that) - remember there is an extra screw behind the SRS badge. You should be able to peek in and see the servo and where the wire should go.
