Although I haven't seen the car, most likely your problem is with the boost control valve (mounted on the top left of the radiator). Admittedly it could be something else and if the budget is a concern in this repair, you need time to play with it to fix it. So, assuming you have time and are not married (or don't have a nagging wife) you most likely could get this repaired at a very reasonable price. Other problems could be:
a) turbo not working properly and therefore needs to be repaired or replaced. However, I don't think this is your problem as your post would suggest you are getting some boost.
b) you have a leak somewhere. This could be before the turbo (i.e. tube feeding the turbo with air) or after the turbo (i.e. hot piping to intercooler; intercooler itself; cold side piping of intercooler to throttle body; or a leak somewhere in the intake manifold)
Again, I don't think this will be a big repair if you work on it yourself. This board will be of great help to you should you decide to do so. You just need to be patient and you can get r' done!
