There is a shaft that sticks out of the side of the heater box - it's connected to the flaps internally. The shaft has an arm that stick up and somewhat forward, and the stiff wire from the firewall clips onto the end of the arm.
Typically the end of the arm breaks off, leaving part of the arm still attached to the shaft. In that case, get ye to a Saab dealer, and ask for the "Mixer arm repair kit". It's been quite a few years, but the last time I bought one, it ran all of $7. Probably $15 by now. It's a metal splint that slips over what is left of the arm, and provides a place to connect the wire.
IF the arm has broken off flush with the shaft, the outlook is not so good. The repair kit won't work, because it needs some arm left to glom onto. The arm/shaft is one piece (or at least it left the factory that way) - if the arm has broken off flush, then the only solution is to replace the flap assembly - this gets you a new shaft with a nice integral arm. The bad news it the labor for this isn't pretty.
