Had a similar thing happen to me about 2 winters ago in my wife's 1995 Aero. It was very very cold out. Car was driven for about 10 to 15 minutes but not entirely warmed up. Dropped my wife off and pulled away. Came up to a red light and pressed the brakes but the car was still wanting to move forward. Pressed the brakes really hard & stopped but had to stay hard on the breaks or end up rear ending the car in front. Put it into neutral and the engine was racing at about 4500 to 5000 rpms. Moved it over to the roadside turned it off then on again and it wasn't revving & all seemed back to normal.

Erring on the side of caution our mechanic inspected the throttle cable & housing and cleaned the housing. They said they didn't see anything amiss. The situation has not reoccured. Perhaps mine was just a fluke but, that its happened to you twice does make one wonder.
