NO, the wheels should not turn in Park!

I assume you mean that you have lifted the car, the engine is running and the wheels are being (weakly) driven by the engine. This should not happen - the 'park' locking mechanism does just that, there are some 20+ notches on the output shaft, into one of which the locking mechanism engages when you select park. This prevents the output shaft from rotating - apart from the small amount of rotation needed to line the mechanism up when you first select park.
I _think_ that the differential comes after the locking mechanism so you may be able to turn a wheel when park is selected, but the other wheel would rotate in the opposite direction.
The wheels may rotate with the engine running if you have 'N' selected, but with no 'power' behind them - you would as you say be able to stop them by hand (though I'd wear gloves ;-)
What you describe suggests that the 'park' mechanism is broken - does the car roll away if you don't use the handbrake (e-brake)?
