You shouldn't have to remove the dash. The only parts involved would be the switch, the emergency flasher switch and the relay. 1st step would be the switch, which can be accessed by removing the steering wheel shroud. Run with the cover off and see if tapping the switch does it. You might want to unplug and replug the connector on the switch also.
