This happened just recently on my wife's car - suddenly and on winding, unlit mountain back roads. I went to the relay first, because that is usually the problem. Pulled the relay and didn't get a signal from the switch in the stalk. It turned out that the connector on the stalk wasn't making good contact - the stalk switch tested out fine.
Before buying a new relay, check the connector on the stalk. Remove the clamshell from around the steering column. The high-beam wiring is on the upper connector on the stalk. I just hit it with some contact cleaner, let it dry, and all was well.
It may not be your problem, but this one is cheap and easy.
