They are used valves. They both measure 30 ohms and when I hot wire them to the battery the valves switch the vacuum ports correctly (verified by blowing through the ports). They appear to be functioning correctly.
I looked for 12V with the valve disconnected. Perhaps the computer had sensed it was disconnected and shut down the 12V before I measured it. I need to probe the line with the valve connected.
