not all o2 codes are o2 sensor failures

O2 sensor codes come in at least several flavors - reading rich or lean, and slow/no response. The 94's code flash only tells you category - not code. You'd need the right code reader to get the actual code.
A slow/no response code is an indication of failure or perhaps dirtiness (and I've heard you can take a propane flame to an 02 sensor to clean off the crud and extend its life - gotta try that on my 97 which is giving the 'slow' code).
Rich or Lean is indication that there's a fuel/air mixture that the computer can't adjust for. A lean condition might be a vacuum leak. A rich condition might be a leaking fuel pressure reg, or a bad water or air temp sensor.
