Thanks for the advice, Dennis - I have tried WD-40 on some spots, but they are so baked-on that it didn't have much of an effect.
The worst part is - the gauge cluster was once slightly loose in the dashboard, so the guy duct-taped the clear plastic gauge cover to the dashboard - so there's a strip of residue covering the alert lights!
I will definitely try isopropyl alcohol since most of these other solvents would melt or fog the transparent gauge cluster cover.
