Fuel Pump Relay Question

While diagnosing a no start on my 93 9kCD, found no fuel pump engagement with ignition. Swapped two fuses, one 30a in the pillbox under the hood (the one with the main and pump relays) and a 20a above the glove box marked "fuel pump". Both looked good just swapped to be certain.
While the main relay produces an audible click the fuel pump relay does not. Out of the car, the FP relay closes with +voltage to the 86 pin grounded through the 85 pin. While closed (86 & 85 pins hot) there is good continuity through the 30 and 87 pins none while open. The relay seems to work.
In the car the 30 pin receptical is always hot, the 86 pin receptical hot with ignition as it should be. 85 & 87 cold with no continuity to ground (uncertain what's normal here).
Nonetheless the FP relay won't close in the car with ignition. No click no 30/87 continuity, nada. When i jump the 30 & 87 pin recepticals (the circuit to send voltage to the fuel pump...right?) an unknown motor runs just under the pillbox where the main/FP relays live but no action on the fuel pump. Seems like an electrical gremlin that i'd like to pursue a little further before pronouncing the pump DOA. I've seen Ari's no start guidelines but they're for the 94 and up. Can someone let me know the correct procedure for supplying voltage (jumped or otherwise borrowed) directly to the fuel pump? Much appreciated.
