New saab t-stat not regulating in the cold?

I installed a brand new 82 degree oem saab t-stat from eeuro about 6 months ago on my 19900 CD. I also backflushed the coolant and changed the coolant when I changed the t-stat using quasi's method. I know the temperature gauges on the earlier saabs can fluctate and the gauge moves alot with the t-stat operation. In the summer the temp gauge would warm up, t-stat would open, gauge would drop a little and then stay steady just slightly below the middle position on the gauge and not fluctate much. Once the cold weather arrived the the t-stat seems to be operating much differentely. The gauge when its cold (below 32)will warm up to above the halfway point, t-stat opens and the gauge quickly drops to about the 1/4 mark or below and then stays there. It sometimes will rise up slightly when sitting and idling but it seems its not regulating correctly. I do get adequate heat. I'm guessing its a bad t-stat but I thought the saab t-stats are pretty reliable. Is it possible I got a bad t-stat? What do you think is causing it to not regulate well in the cold but fine when its warm? Am I looking at another problem in the cooling system?
