The ground for the wiper motor isn't making good contact. It's the black wire coming out of the wiper motor, and should connect to a ground point on the right front structural member. That ground point is shared by the pump for the wiper motor.
The wiper motor runs through a cycle once turned on, and has a switch inside that keeps the power on. The current should go to ground through that point. But with a bad ground, the current instead flows through the pump motor, through the left wiper motor, and to ground. So the pump runs. Probably not as fast, but it still runs. Fix the ground, and all should be fine.
