Failed smog - High Hydrocarbons at idle

And you can smell that the car is running rich at idle. HCs are fine at 2500rpm.
Car is a 1993 Saab 9000 CSE, non turbo.
The car was running very badly, and had check engine. I replaced the AMM with a used one off ebay, and the check engine cleared, and it ran somewhat better, but failed smog with high HC at 2500rpm (only just), OK at idle. CO was up too, but not failing. There was a small crack in the exhaust manifold just before the O2 sensor, so I welded that shut, hoping that was causing the rich mixture. Now it passes at 2500rpm (HCs are 59, limit 100), but fails with high HC at idle (168, limit 100). Doh - situation swapped! Next I replaced the O2 sensor with a Bosch one (the one for a Mustang 5.0). Now for the first time ever the car runs really well (it's always had a little hesitation ever since I bought it - that's gone and the idle is smoother) - but it's still failing smog with high HC at idle. What to check next?
What does the mixture control at idle, or what else could cause rich mixture at idle?
