I just replaced my crank pulley on my 1990 CD. I used a impact gun to zip the bolt right off. I used a 1/2 torque wrench with the car in gear wheels on the ground e-brake on to tighten the bolt. Torqued the bolt to spec no problem without locking the flywheel. I would imagine you can do the same on your 98.
