You could make sure the ACC is working by measuring the output going to the blower control module. It goes from 0V to 5V (off to full speed) as you adjust the control from the ACC. If that's good, then you could see if you get full fan speed by bypassing the transistor, shorting the output of the control module to ground, which would normally get you full speed operation.
If you have an ammeter you can measure the current it draws when you do this; if it's more than 20A you probably have a blower motor that's getting tired and stressed out the blower control module.
