94 Aero accelerates worse than Granny's olds....

94 Aero, 165K. Had some repair work done last month, new clutch, headgasket. Cars been an animal. Today, cold South Dakota (single digits), cars started up fine, but has absolutely no turbo boost. It's like there is no turbo. Gauge goes between half way in the white while idling to 90% white accelerating (I use that term for reference only, as I think my 12yo could beat me in a drag race on her bike right now)
All the vac hoses look to be in place. I replace half of them, the one that actually goes to the gauge from the T needs to be replaced, but when a section of that hose broke from the manifold shortly after I got the car, I had idle problems, not boosting problems.
Any ideas? It does have a new BCV, but like I said, It has been an animal up until now. I just spent 3K on all the other work, and I don't want to take it back to repair place if I don't have to.
TIA
