Yep, there are valves in both the send and return lines where at the exit of the tank. They're built into the plastic elbows that plug into the pump assembly.

The check valve is supposed to hold pressure in the send line.

The other valve is to keep the gas in the tank in case of an accident.

Changing them isn't all that easy, because of the hard plastic fuel lines, which are difficult to fit over the barbs on the elbow.

You should measure the pressure to see if it drops before you tear into the check valve.

Even then, a static pressure drop could also be due to a leaky injector, or if the fpr is leaking.
