I'm going to suggest a bad connection at the EDU. The EDU takes the engine temperature and fuel level sensors, and drives the two gauges. It's the one common point for both sensors. The EDU is a circuit board that fits into a connector behind the instrument cluster, and has the digital display as part of it.
Access is, well, not much fun. It requires removal of the dashboard top. You can reseat the board without removing the instrument cluster.
I have had one rare case where there was a bad component on the EDU board, so you *could* possibly have a poor solder connection on the board. But I'd say it is more likely the board to connector fit.
