The ABS light coming on means that the ABS system has detected a fault. If the light is on, the ABS won't work. The brakes will work just fine, the ABS just won't kick in if the brakes lock up.

The fault detection when the car is moving consists of the ABS system looking at each wheel sensor, and determining if all the wheels are going at the same speed (give or take a little) when the brakes aren't on. If one is going at a different speed, it declares a fault. I've had this happen on a snowy road when the parking brake didn't disengage fully on one wheel, so it didn't spin, just slipped on the snow. But if you're driving on normal roads, it could be gunk trapped in the shutter wheel on one of the wheel hubs, or just one sensor that is less sensitive due to the cold.

So if the light is on, you can still stop the car, you're just missing the value of ABS, something useful on snow and ice.

Troubleshooting is a little interesting. I'd start with measuring the sensor resistances at the ABS box at the base of the windshield. Each ABS sensor has a two pin connector. Measure the sensor end (car off). They should all be around 1200 ohms or so. If one is much different than the others, I'd suspect that one. When the car is first started but not moving, the ABS does a resistance check. But it sounds like in your situation, one sensor is just on the hairy edge - it passes the resistance check, and after a little bit of running, it fails the speed test. So one being 'different' than the others could be an indication of a bad sensor. Also, inspect all the cabling from the sensor in the wheel wells - do any cables look damaged?

You can also bring the car down to a dealer and they can read out the codes, which will pinpoint the problem.
