I won't comment on who should be fixing it.

The TCS uses the ABS sensors to work. So if the ABS is disabled, it lights the TCS light to let you know it isn't working, either.

Since the ABS light is on when you first start the car and doesn't turn off, most likely the problem is an ABS sensor out of tolerance in resistance. That test is done when the car is started. If the resistance were right but the problem was a dirty shutter wheel, the light would go out, and come back on after the car starts rolling.

The ABS sensors run up to connectors right by the ABS box. To access the ABS box, open the hood, and remove the horizontal panel at the base of the windshield. On the driver's side (left hand drive cars) is the ABS box. The ABS connectors are long and narrow, like fat pencils. Pop them apart, and they're two pins. The normal resistance is around 1100-1200 ohms, plus or minus a hundred ohms or so. My guess is that one sensor will be way, way off.

All the knocking around could have damaged the sensor. But I'll bet that a visual inspection of one of the sensor cables from the hub to the chassis was damaged. Maybe it's frayed, or just maybe during all the violence on the rear shocks, something hit a cable and broke a conductor internally.
