Over-boosting to 24 PSI and no fuel cut out

I've been suspicious that my fuel cut out is not working, since I haven't felt it cut out for about two years now. My 97 aero is stock except for a Swedish Dynamics stainless cat-back. I installed an Autometer Ultra-lite boost gauge a year ago, which I highly recommend for price. It records the highest boost reached until reset. Tonight, I crossed paths with a new Infinity G35 on the highway, we raced from about 60 to 100mph and sadly I lost by a few car lengths. I noticed my gauge had recorded a pressure of 24 PSI. This is over the 21 PSI where I've heard the fuel cut out should do its thing. Typically I don't get readings above around 21 or 22 PSI, but the racing and the cold temperature (5 faren.) seemed to have pushed me over my usual peak. I should add the the car has 116K miles, runs and boosts very smoothly. Although, on cold mornings when I start the car I hear a sound exactly like the cackle of a rooster pheasant for a second - which I suspect might be the bpc valve. Any ideas on what would cause the fuel cut out function to fail? Bad BPC valve perhaps? Thanks, Mark
