Shine a flashlight on the display. If you can see the numbers, and they change as you hit the INFO button, then the display is fine.
The usual problem is the bulbs burn out. There are two, but you may have been running with one dead already. Yes, the fix requires removing the top of the dash. See Quasi's page-

Is it fun? No. Takes me about 20 minutes, but I've had practice. If it isn't coming off easily, look for the screw you forgot to remove.
You don't need to completely remove the instrument cluster after the dash top is removed. - I've had good luck CAREFULLY lifting it up a little, leaving the cables attached, and reaching behind for the bulbs. The bulbs fit into little carriers, and come out with a quarter turn. You can get them at a Saab dealer (and probably eEuroparts), or pick up 12 volt, 60 ma subminiature wire-lead bulbs from Radio Shack (come two to a pack for about $2). Remove the dead bulbs/carriers, un-bend the wires on the dead bulbs, slip them out of the carriers, and slip in the new ones. Clip excess wire. They're not much different than the way Christmas tree bulbs work.
