A CS is a LPT or Low Pressure Turbo with 170 BHP. The CSE is a FPT, or Full Pressure Turbo with 200 bhp. It's quite a difference. Sitting in the car the visible difference is the boost gauge on the right side of the instrument cluster.
A lot of CS models had manually adjustable cloth seats, plain black dashboards instead of rosewood, and some lacked sunroofs. There is also a Super CS, which has everything expect the FTP engine. Most, like the '95 my daughter drives has the roof and cloth seats. I think all the leather seat models had power seats.
Mechanically, you can upgrade a CS to a CSE by changing the ECU and adding a BPC or Boost Pressure Control solenoid and appropriate silicone tubing. Many here have done this. Do a search and you'll find more than you ever wanted to know about this step.
It's actually not bad to buy a CS, because with less power they are less likely to have been beat on.
