As far as my experience dictates, the transistor should either work properly or not at all. It shouldn't cause the fan to exhibit "weak" strength -- just all or nothing, or maybe fluctuating speeds.
HOWEVER!!! You are on borrowed time the longer you wait, if your blower is bad. Last time I put the repair off I ended up with a fried controller. Just waited too long.
If you beat the clock and replace the fan before the controller bites the dust, no reason for it to quit on you after that, per se. I would then judge any weak fan performance to be the result of a confused ACC due to bad temp readings.
No guarantee of course, but that would be the logical course in my opinion.
So in theory, you may end up replacing a perfectly good fan which is presently acting funny because the temp sensor fan is in retirement mode. However, better to spend the extra $70 or so rather than repeat the operation later.
Just to add strength to the "always replace both" argument (to any not already convinced), know that I myself just finished a heater core job a year after deciding to only replace the blower a year or so ago. I don't mind that much because I have the job down flat, and it all took a personal-best 1.5 hours this time around. So the moral is whatever you don't replace will break next, so just do it.
