John,
Cross drilled rotors will improve braking performance by venting trapped gasses away from pad friction/contact area. Wet weather braking is also more immediate since water also exits from these same ports.
Slotting will have similar effects and will also keep pads clean by means of the scraping effect of the rotating rotor. Rotor slotting will also lower pad life.
The most gain in braking performance (using a stock braking system) would typically come through a friction pad upgrade.
Ceramic pads are a good option if attempting to keep the wheels free of dust but a true carbon based pad would give the best overall stopping capability. Carbon tends to be very aggressive on rotors and can be very prone to dust.
