If the hooter valve is holding vacuum, I'd put my money on the dashpot. It can both lose its damping capability, AND not be adjusted right. It should catch the throttle and ease it down over 3 seconds or so. If it just squashes down, the damping is bad and it needs to be replaced. If you adjust it too far up (threading it out) it'll catch the throttle too high. But basically, if it's adjusted so that it catches the throttle and eases it down to normal idle over about 3 seconds or so, that's the goal.
