Well, as luck would have it, my turbo quit spinning after a head gasket job. Turns out, an exhaust manifold washer was stuck between impeller and housing. After removal (of turbo, then housing, then washer) and replacement (of housing, then turbo) I've been running full-boost for about 45K miles.
I'd be tempted to take the turbo apart to see what's causing the "stuckness".
One thought would be if there's excess grit coming through the engine. Is the car running a K&N? Is there a crack in the intake/air filter assembly.
I would still assume that the most likely cause is oil starvation at the turbo. Like you said, you don't know how the car had been looked after, so it's hard to say.
