The trick with rust prevention and removal is to keep the metal dry, or insure it dries after it gets wet. My guess is that the metal above the wheel arches is double wall, and water gets in there, stays there, and causes rust. If you fix it and don't keep it from getting wet, it's going to rust again.

Also, unless you're real good at finish work, you're only going to make a mess.

I say this because I've been there and done that. Now I just try and make damage and rust less obvious.
