You could add plugs to the list - as always, NGK BCPR7ES with your preferred choice of gap between 0.9 and 1.1 mm. It's also worth borrowing another DI unit because that just might be the problem: when I replaced the DI on my old '93 for another reason (hesitation) I got more boost. Anything the ECU reads as below par could affect your maximum boost level.
However, not all cars will boost up to the red on the gauge - the gauges vary, you can also buy or borrow a calibrated gauge because the actual pressure is important, not where the needle goes to! The dash gauge on my '97 goes higher than the one on the '93 did.
While you're at it with the gauge, you can check and/or reset base boost. Winding up the wastegate won't really affect maximum boost much on a car equipped with a BPC valve. Would suggest that it's better to have standard base boost, on the principle that if you are trouble-shooting a problem, you need to standardise things as much as you can first.
Out of interest, what was the test you ran on the replacment BPC, and did you also test the original valve?
