It's difficult to troubleshoot because the wiring has been changed. A stock schematic is nice, but how has the wiring different?

The first warning sign I see is " i.e. the high speed cooling fan comes on first" Not good. The fan was designed to come on at slow speed first, and then kick on to higher speed if the temp went up more. Starting a motor takes a lot of current; the amount of current to keep it spinning is less. So the system was designed for the fan to come on at low speed, and then the 'jump' to high speed doesn't take much current. The low speed is the fan in series with a resistor; once spinning, the high-speed relay bypasses the resistor. The resistor current-limits the fan when you first turn it on.

If you take a fan that isn't spinning and just put 12 volts on it, it will take A LOT of current. Typically this will blow a 30 amp fuse. So I suspect the 30 amp fuse may have been 'juiced up' to a higher current. Of course, that means the next weakest link will fail. The fan relay is only rated for 30 amps; I'll bet the fan relay contacts are pretty well burned up by now. At a minimum, they've arced a lot and built up a lot of carbon. That carbon is a resistance, and presents so much resistance that the fan doesn't get enough current to spin. I bet that if you measure the voltage on the fan, you'll see close to 0 volts. I bet that if you disconnect the fan, you'll see 12 volts out of the relay; that's because a meter doesn't pull anywhere near the power.

Send me an email and I can send you a schemaic (.pdf) of how the wiring should be. I suggest you pull the fan relay (whichever one is providing current to the fan), pop off the cover, and look at the contacts. I'll bet they look pretty horrible. You should also check the fan fuse - if it isn't blown, it's likely oversized. Again, not good - that's a fire hazard if there is a short. If the relay is bad, you can probably get things back working with a new relay, but it will continue to eat relays.

Of course, there could be some other problem seeing as I can't tell how it's wired - I've got to guess. But I'm decent a guessing.
