The AC compressor clutch and the AC fan are both driven in parallel by the AC relay. So when the compressor kicks in, so will the fan.
The signal for the AC to come on comes from the ACC or manual switch (non-ACC cars) and goes through a long path of switches to drive the AC relay. It's the AC relay that drives the compressor clutch. If any of those switches or other devices (including the ECU in some years) decides to break the circuit, the AC relay won't pull in.
