If you have TCS that can not be turned off (as I did in my '93 CDE), you have it a little easier because they don't put the car on the dyno. You can still fail at idle though if your O2 sensor or cat con are bad. Other things can cause you to fail too, but those are the main things. Saabs usually run very clean, so if you failed and your car doesn't run like total crap, it's probably one of those 2.
If you fail by a large margin, you can be labeled a "gross polluter", which means you have to go to a Test Only station after repair. Test Only stations cost more than other stations, but presumably there is no economic incentive for them to cheat and fail you just so they can get money from you to "fix" the problem. I have had that happen to me - they guy tried to tell me my car failed the dyno test, but I got to tell him that my car doesn't get tested on the dyno. I reset the check engine light he had induced and went to the next closest smog station and passed.
Here are the numbers from my last test, with a '94 Aero:
Test RPM Max HC Av HC Max CO Av CO Max NO Av NO
15 mph 2640 85 21 .50 .06 695 150
25 mph 2283 50 13 .47 .05 717 136
HC and NO are PPM, CO is %
Av = average number for passing vehicle
My car was 81 on the HC and 668 on the NO at 15 mph, so I squeaked by this time.
