Not being able to run the test, or as I found out on my daughter's '95 CS that was having air circulation issues, running it very slowly and having some functions not work is one of ACC's failure modes.
As Bill Davies notes, see if you can pull a known good unit from another car. I pulled the one from my '96 and her air circulation problem went away, so I picked up a used unit from boneyard for about $100.
I would hesitate to buy one from eBay, though. I'd try car-part.com which will point you at a boneyard near you or just call to Goldwing, a TSN sponsor. Yards will stand behind what they sell.
