I doubt that the aftermarket relays are the problem.
You didn't mention checking fuses.
In the fuse panel located below the passenger's air bag, is fuse #11 a 30 amp fuse? Is it in good condition (not blown, no corrosion on the contacts)?
Same fuse panel, fuse #31 should be a 15 amp fuse. Is it there, is it the correct amperage and is it in good condition?
In the fuse box located under the hood and in front of the battery, fuses #5 and #6 are 15 amp fuses that operate the low beams. Are they in good condition?
If all these fuses pass visual inspection, then you might want to verify with a multitester that electrical current is actually flowing through them when your low beams are supposed to be turned on.
