Danah,
Pull the right wheel arch liner, have a helper operate the gas, if the whining is on this side:
1. Turn off the A/C - Isolate the compressor, however it may be the clutch bearing.
2. Tensioner pulley - Likely, they will make noise just before they explode.
3. Alternator bearing- Likely
4. Power steering pump- unlikely. Run the wheel full lock either direction and see if the whine increases
5. Oil pump- worn faces and gear-set can really whine. Pull the pump and examine.
6. Waterpumps have water lubed bushes and typically they will just rattle then leak or visa-versa.
You can operate the engine for a short period without the serp, do it only if you can't locate the source with a listening aid- the hose works great!
