Doesn't sound heater-core related to me. It sounds like they probably unplugged, or removed the throttle body when working on the heater core, and after install, it wasn't calibrated. You'll also have to have a dealer, or someone with an ISAT tool calibrate the system and clear any trouble codes. TCS stuff can be a pain in the butt, but many owners have worked with it, and information on troubleshooting / fixing is PLENTIFUL on this board. If it turns out to be a BAD throttle body, or one of the safety valves (one mounted to the "firewall" back by the oil filler tube, and one mounted in the drivers side "inner fender" by the box of relays and fuses.), safety valves are $83 and $102, while a rebuilt throttle body from Ultima is $366 with a 1 year warranty.
