It's conceivable that a leak in the downpipe near the oxygen sensor (you didn't say where the crack is) could allow outside air to pass near the sensor, giving false info to the ECU, which compensates with more fuel.
What are Illinois' time limits for emissions testing? I just received the notice to bring in my 1996 car, wondering if I will get one for the 1994 which will soon be 15 years old!
