I don't think that's the ignition switch. I assume the car starts and runs just fine.
The ignition switch supplies power to the headlight switch, and the headlight switch supplies power to fuse 29. And fuse 29 supplies power to a lot of places - instrument lighting, tail lights, parking lights, the works.
The fact that the fuse blows means you don't have a total dead short, but a pretty decent one. 20 amps is a lot of current, and something is getting warm somewhere. I'm going to guess it's at a bulb assembly. It might even be a bad bulb - yes they can fail shorted. My first suggestion would be to remove the bulbs that you put in, and just leave them out. If the fuse doesn't blow, you've narrowed it down to those bulbs. First, make sure they're the right ones - you didn't put in a single filament bulb where a dual filament bulb went, or that the socket got bent up. Also check to see that the bad bulb didn't burn up or damage a trace on the board. If that doesn't do it, I'd pull every bulb on the circuit. If that doesn't fix it, it's the wiring. Let's hope not. Then start putting bulbs back until it blows.
