Smoking, mechanic sez it's the 'turbo'

Folks,
A friend in Vermont asked me this question, and as his 1997 9000 is his daily driver to get to work, I'd like to get him an intelligent answer.
He called me and said that it had started 'smoking badly'. I enquired
further, and he said that it was a 'whitish-blue' smoke from the
tailpipe, and a lot of it. I asked about the smell, if it smelt like
coolant; he said no, that it smelled like 'something burning'. He wasn't sure.
I suspected headgasket and recommended that he avoid driving it, until
he could have it checked out. He had it towed to a local indy (not
Potvin unfortunately) who said that he had a 'bad turbo'. Indy said
$3000.
I am about 4000 km away so can't go myself.. can anyone comment on
this diagnosis or suggest any alternative explanations? Although my
Turbo experience is limited, I have never heard of such a thing, nor
such an expense (would not one simply change oil seals?). If the
cartridge indeed needs to be replaced, a rebuilt Eriksson cost only
about $650, the seal/gasket kit costs $50. It simply does not add up.
