That is the classic sign of a stuck caliper. Dust and dirt got in behind the seal and have bound up the piston, and you'll probably find some corrosion, too. When you press on the pedal, the piston moves out and clamps the pad to the disk. When you take your foot off the pedal, the piston does not retract - the pressure just comes off. Slight imperfections in the disk push the pads back just enough not to rub. But if the piston is binding, it's hard to push it back, and instead you grind off pad.
You can buy a rebuild kit and try to rebuild the caliper. I just buy a rebuild caliper at my local autoparts store and stick it on. Bring back the old one for the core charge, and let someone else with the proper tools rebuild it. You will need to bleed the system after replacing the caliper.
