The classic way to determine if you've got bad valve stem seals is to find a nice piece of highway with a long downhill. Going downhill with no-one behind you, take your foot off the gas. If you see smoke coming out the tailpipe, the valve seals are bad. The high vacuum sucks the oil out through the valve seals.
For the bottom end, do a dry/wet compression test. Do a compression test. Then put a teaspoon of oil or two into the cylinder, and turn the engine over a couple of times. Then repeat the compression test on that cylinder (wet). If the compression increases significantly (15-20 psi), then the rings/cylinders are worn.
