The fuel pump relay is in the relay panel behind the glove box, so it's not trivial to access. It might be the fuel pump relay, but it could also be the circuitry that drives the fuel pump relay. That relay only closes when there is power to the LH (engine control) computer, it senses the engine spinning, etc.
There are a lot of reasons why the fuel pump wouldn't be running, but would if you jumper those two fuses. To help narrow it down:
Did the car just stop running, or did it turn off fine and now it fail to start?
Can you crank the engine(starter turns)?
If you turn the key to the ON position, but don't try and start the car, do you get any dash lights (ABS, Battery, Oil...)?
Any symptoms prior to this happening? Slight misfiring? Slow engine cranking?
You don't want to just swap out the fuel pump relay to find out it is something entirely different.
