That's a good voltage range while driving. Anything over 12.6V will charge the battery.
As a caveat, check the voltage on the battery terminals when the engine is running, and compare it to the EDU. The EDU can be off, but probably not that far off.
The battery is most likely bad. Yes, you can charge the daylights out of it. But it can't hold a charge. This is a pretty common failure mode of batteries. And if the battery has gone flat a few times, this is THE failure mode. Every time it goes flat, it loses life. Do it enough time, and it can't hold a charge.
