I'm not sure when the ACCII system showed up - it is probably around '91. If you have an OFF button, you've got ACCII. If you don't have an OFF button, you've got ACCI.
What's the diff? ACCI starts up in AUTO. Period. ACCII starts up in AUTO, but you can program it to start up any way you want. Check the excellent Townsend Imports site for how to do this:

OK, what about idle? When the car turns on in Auto, it also enables the AC. When the ACC turns on the AC, it tells the engine control, and the engine control raises the idle slightly to help with the additional load of the compressor. When you turn things off, that signal goes away, and the idle speed adjusts down. So that's why the idle speed changes.
You might have a small vacuum leak. At the lower idle speed, it's more of an issue.
