I thought the ABS unit had a solenoid valve controlled by the ABS computer that releases the pressure on the wheel that has locked up compared to the other wheels. If that valve were stuck open or closed (depends on the hydraulic fluid routing), that could keep the fluid from flowing. A bad ABS sensor is usually detected by the ABS computer and trips a light on the dash.
