If your rotors are not warped, the pads have enough thickness left, and it doesn't squeal when you brake - you probably don't need a brake job.
Any independent or chain place can work on your saab's brakes - there's nothing so different about them that only a dealer can work on them.
'soft' could mean that your brakes just need to be bled - almost any place that works on brakes can flush the brake fluid with a power bleeder. The only thing different from most cars is that DOT 4 brake fluid is specified - most US cars use DOT 3. Eeuroparts (a site sponsor) sells a power bleeder that you could use to do it yourself.
The pad thickness can most easily be viewed with the wheel off. When they get too thin, though - you'll hear it one way or another.
