As Marvin adroitly pointed out, the lever not moving is a red flag.
First, run a self-test on the ACC. Push the AUTO and VENT (<=>) buttons at the same time - the display will get a bit wierd, and the ACC system will start switching fan speeds, vent to defrost, temp high to low. Ideally, have the hood open and the cover off, and look at the wire coming from the firewall to the arm. Does it move?
When the ACC is done, see if it says "0" or a number. "0" is no faults detected; a number other than "0" is the number of faults. See Townsend's site:

Now, if the ACC coughs up some faults and the wire didn't move, it could be the controller, it could be the servo in the dash that moves the servo.
If the ACC says no faults and the wire didn't move, it can still be the servo. Grab the wire with your fingers and try moving it in and out. Don't force it. If it moves easily, the wire fell off the servo, or the servo arm fell off the servo. Time to dive into the dash.
If the wire doesn't move and you got no faults, it's likely the servo.
However, if you have access to a spare ACCII module, swapping it in and out is easy. Probably not the problem, but easy to check (assuming you've got a spare). Otherwise - time for a new servo.
Please note - Most ACCI parts ARE NOT interchangeable with ACCII. ACCII showed up in 1990. The servos work entirely differently, the controller controls them entirely differently, etc.
The arm not moving is most likely the problem. And no, you can't move it yourself - you can't move the servo arm by brute force. Well, yes you can, but only by breaking it.
